The creator of a website or blog has administrative privileges of the website or blog. You can add more blog author and administrator in the setting>basic of the blogger dashboard.
Blog administrators have complete access to all features of the blog dashboard; they can edit the template and change settings in addition to adding, editing and deleting posts and pages.
Blog Authors may only create posts and edit their own posts. Authors cannot edit others' posts, nor can they control settings or edit the design.
Blog administrators have the privilege to add new authors and to provide existing authors with administrative privileges.
To add a new author to a blog, click the + Add Authors link in the Permissionssection of the basic settings page. You can invite new authors by typing their email address in the form, or by choosing from your Google contacts.
When inviting someone to become an author to your blog, they will be sent an email to conform they accept. Blog authors must have a Google account and will be invited to create one if they do not have an existing account.
Once an author has accepted the invitation, your blog will appear in the list of blogs in their Blogger dashboard, with permission to create new posts.
To promote an author to administrator status, click the arrow to the right of their Author status and choose “Administrator” from the drop-down menu. This menu can also be used to revoke an administrator's status or to delete a person from the list of blog authors (preventing any access to the website or blog).
